The need for online resources for dispute resolution and the opportunity to develop a richer set of online dispute resolution tools persuaded  the Hewlett Foundation in June, 1997 to provide an award to establish the Center for Information Technology and Dispute Resolution at the University of Massachusetts. The Online Ombuds Office is the dispute resolution arm of the Center, working to employ and develop online dispute resolution resources.
